The Parliamentary Services Bill 2025 aims to restore the administrative
autonomy of the Malaysian Parliament, which has been abolished
since 1992, in line with the principle of separation of powers within the
parliamentary democratic system.
This amendment enables Parliament to manage matters related to
human resources, finance and administration independently of executive
interference, through the establishment of the Parliamentary Services
Commission (PSC). It also introduces a hybrid administrative model that
is more transparent and efficient, thereby strengthening Parliament’s
role as a credible institution of checks and balances.
