The Urban Renewal Bill is drafted to provide a legal framework that
enables the redevelopment of dilapidated, neglected or unsafe urban
areas to be carried out in a more structured and equitable manner.
This Act covers urban renewal, urban regeneration, urban revitalisation
and urban conservation.
This Bill establishes a more appropriate development consent threshold
ranging from 80% to 90%. Among the parameters to be considered are the
age of buildings, safety and structural integrity based on certification by a
qualified engineer, and social issues arising from buildings’ obsolescence.
