The National Wages Consultative Council (Amendment) Bill 2024 was
passed by the House of Representatives on 5 December 2024, with the
aim of extending the scope of minimum wage protection to include
contract apprenticeship workers.
This amendment involves a revision to the definition of “contract of service”
under the National Wages Consultative Council Act 2011 (Act 732), to ensure
that workers under this category are also protected under the minimum
wage order. This measure reflects the Government’s commitment to
strengthening the social safety net and ensuring fairness in the wage
structure for all categories of workers, including those participating in
skills training programmes.
Previously, the former government announced the implementation of a
minimum wage of RM1,500, effective from 1 May 2022 nationwide, with
an exemption granted to employers with fewer than five employees.
The enforcement of the Minimum Wage Order for employers with fewer
than five employees was postponed from 1 January 2023 to 1 July 2023.
The Government subsequently decided to further increase the minimum
wage rate to RM1,700 in 2025.
