ional Entrepreneurship Framework (NEF) 7 | SUMMARY OF MINISTRIES
YB Datuk Seri Mohd Redzuan bin Md. Yusof, Minister of Entrepreneur Development
launched the National Entrepreneurship Framework (NEF) on 22 November 2018.
The Framework contains 21 strategic objectives encompassed in four key
strategic areas covering various entrepreneurial sectors within the country. The
four strategic thrusts of NEF are:
Thrust One: Accelerate economic growth through innovation-based
entrepreneurship;
Thrust Two: Comprehensive and Integrated entrepreneurial development;
Thrust Three: Increase Entrepreneurship amongst the B40 community; and
Thrust Four: Entrepreneurial Empowerment.
Subsequent to the official establishment of the Ministry of Entrepreneur
Development on 2 July 2018, the Ministry has held various engagement sessions,
field programmes and discussions with various stakeholders nationwide to gain
input to create a more conducive and comprehensive ecosystem in
entrepreneurship. NEF is part of the Ministry's efforts to express the
Government's commitment to strengthen the country's entrepreneurial agenda to
spur and stimulate more sustainable economic growth.
The NEF is a guide in preparing a more comprehensive National
Entrepreneurship Policy which was to be launched in 2019. In addition, NEF is
also an important platform to help the Ministry achieve the Ministry's objectives
and goals in entrepreneurship development such as increasing the contribution of
the Small Medium Enterprises (SMEs) by 41 percent to Gross Domestic Product
(GDP) by 2020, created 1 million jobs in 5 years, producing 50,000 entrepreneurs
capable of opening 200,000 jobs a year, trains 50,000 graduates a year in
entrepreneurship, export contribution of SMEs by 23 percent in 2020 and
cooperative returns of RM50 billion by 2020.
To encourage public participation in the strengthening of this National
Entrepreneurship Framework and to ensure that the framework is more
comprehensive and effective, the Ministry took the initiative to get feedback,
suggestions and comments by the public online on the Ministry's website and
in-person meetings to be held nationwide.
