0 ELECTRICITY BILL REBATE PROGRAMME

The government, through the Ministry of Energy, Science, Technology,
Environment and Climate Change (MESTECC) introduced the RM40
Electricity Bill Rebate programme effective 1 January 2019. The rebate
programme is in line with the government’s aim of caring for the people’s
welfare and quality of life, as stated in Budget 2019. The government has
allocated RM140 million which would benefit the heads of poor and
hardcore poor households (KIR) registered and verified under the e-Kasih
system.

The programme applies a targeted subsidy mechanism by which the
subsidy is channeled only to poor and hardcore poor households registered
and verified under the e-Kasih system. Eligible KIR are entitled to receive
a subsidy of up to RM40 for their electricity bills. This is contrary to the
previous RM20 Electricity Bill Rebate programme which gave out the
subsidy automatically to all groups of households incurring electricity bills
of RM20 and below.

In 2019, MESTECC identified 242,116 KIR in the poor and hard core poor
categories who are eligible for the subsidy. Out of this total, 119,535 KIR has
received their electricity bill subsidies. The recipients include KIR who
are electricity bill account holders who received automatic subsidy and
KIR who are not electricity bill account holders who have updated their
electricity bill account numbers with utility companies namely Tenaga
Nasional Berhad (TNB), Sabah Electricity Sdn Bhd (SESB) and Sarawak
Energy Berhad (SEB).
