Implementation of The RM40 Electricity Bill Rebate Programme
At the end of 2018, the Government through the Ministry of Energy, Science,
Technology, Environment and Climate Change (MESTECC) has announced the
implementation of the RM40 Electric Bill Rebate Programme for the people with
effect from 1 January 2019 to 31 December 2019.

The implementation of this programme is following the presentation of Budget
2019 by the Minister of Finance on 2 November 2018. In the budget, the
Government has allocated RM80 million for the benefit of 185,000 heads of
household (KIR) under the poor and hardcore poor categories registered and
certified in the eKasih System. Such initiative is one of the Government's
strategies in ensuring the welfare and quality of life of the people.

The programme was introduced to replace the RM20 Electricity Bill Rebate
Programme which ended in December 2018. The RM40 Electricity Bill Rebate
Programme utilises a targeted subsidy mechanism whereby subsidies are
restricted to the poor and hardcore poor who are registered and certified in the
e-Kasih System. This is different than the previous implementation of the RM20
Electricity Bill Rebate Programme, which automatically subsidised all electricity
bills totaling under RM20 regardless of the monthly income or citizenship of the
consumers.
